Paying too much for web hosting?

We need several changes made to one of our websites.
(http://dpi-digitalphoto.com) The site is very plain and somewhat dull. Look
at a competitor's site, (http://fotocare.com) you will see a huge difference.
We want the layout to look like this,
(http://dpi-digitalphoto.com/demos/new.htm) but with animation, and a more
eye-catching header.
Here are the changes we had in mind:
The Front Page:
The front page will have the basic layout described above, but we want to add a
simple flash intro to the central portion of the screen. We can provide a
Quicktime movie as a guide, (http://dpi-digitalphoto.com/demos/dpi.mov) along
with necessary images. At the end of the animation, it should fade into the
current image. Different parts of the image should be clickable, and we want to
have some continuing animation on the computer screens within the image.
The Header:
We need a new header designed, preferably with Flash - Nothing too complex, but
something to give the site a more dynamic feel - scrolling text and/or rotating
images, possibly with music. There also needs to be some simple navigation in
the header.
Navigation Buttons:
Once inside the site, you'll see several navigation buttons along the right side
of the screen. These buttons need to be animated also. Look at our competition
again, (http://fotocare.com). We would like similar types of animation. Again,
we will provide photos.
