Description:	Forgive me, this is going to be difficult as I'm not a techie. I need a complete website. I have no idea what kind of programming you need, sorry. From a creative design perspective, it should be straightforward - serviceable and professional as opposed to beautiful. Practical is more important than pretty. As for the features - it will need to manage large numbers of users and permit them to leave messages on a large number of subjects. Perhaps like one of the 'Rate my...' sites (but hopefully not as tasteless ;o) Site security will be critical. Additional features will be needed in order to manage the users effectively.
