Description:	Two sets of numbers, which I will provide, have to be linked together. The first set will contain numbers from 0000 to 9999. The second set will be Mobile/Cell Numbers (Singapore Country Code followed by 8-digit Phone Number which looks like this: "+6512345678".) The first set has to be allocated to the second set in random order. This allocated numbers must be sent out to the mobile numbers via a web-based bulk sms provider. Please suggest some cost-effective & good bulk sms providers with the Singapore based telcos. There is much scope for improvment and add-ons to the project as the above is only the first phase of a complete system. All payments would have to go through escrow only.
