Paying too much for web hosting?

Hello,
We are lauching a new company site which will be focused on search engine
optimization and web marketing, I need a basic site to start with and have the
following requirements.
1. The site is currently up with a link directory which is under the main domain
i.e. www.abc.com and need to be shift the entire data to a subdomain i.e.
dir.abc.com.
2. The site will be using a CMS on main domain which should be search engine
friendly URL's. The CMS will be used for adding the contents, managing links,
sending newsletters, changing the style of the page etc.
3. There will be template which will drive the site entirely.
4. The site will be offering free tool to the customer's i.e. Page analysiss,
Meta tag generator, SE Position checker, SE submitter etc..
5. There will be an article section and links of those will be displayed on the
home page
6. We will be providing the content's theam only and need unique contents for
the site, you have to write the contents or elaborate them.
7. There will be a payment page where the user will select the option from
2checkout, Paypal or wire transfer and payment gateway to be added.
8. there will be three forms:
a) Short reply box on each page allow visitor to send comments to our email
b) Sighnup form selecting the services
c) Form where user can describe there requirements and budget
Please quote for the project with the samples of the work done in the similar
field.
I have no reservations for the CMS used wheather it is Opensource or Custom
made, it should be fully functional :)
