Paying too much for web hosting?

I am looking for someone to modify an over the counter script. I have already
installed it on my server and it is up and running but it needs further
customization. You can find info on the regular script at
http://www.4homepages.de .

I need mods that allow members their own personal catgories(one is available
at http://www.4homepages.de/forum/viewtopic.php?t=5251). If code is clean you
can use it.
Batch upload. Currently the script is limited to one upload at a time.
A change in the way video media is handled. I need an auto thumbnailer and
the details page will have a larger preview of several screen caps in one jpg
with a download link only (thumbnail / image / download link). No automatic
playing of download files. see guba.com
Adapt templates to current site theme.
And most importantly the registration process needs to be changed. The current
site uses an adult verification system (http://www.proadult.com) to log my
members. It will need to reflect that. The A.V.S. has two levels of
membership. Standard and Quantum. I need permissions to be set automatically
when they enter their id and pass to what content is available to them while
still being able to preview the whole site (important for the lesser
membership/allows room for upgrades to Quantum). In case I change subscription
companies (avs companies), changes have to be easily made.
I have posted this project before and I am trying again. Please as a common
