Paying too much for web hosting?

Hello, I'm looking for a professional individual to install and customize the
livejournal code for my Website. I need someone who knows what they're doing,
won't overcharge me, and is quick and friendly.

(http://www.livejournal.com/doc/server) and what I'm personally looking for is
something much like livejournal.com or greatestjournal.com so you might take a
look at the second to get a feel for what I'm looking for.
It shouldn't take too much time - I simply need someone to put it together so it
runs, make a few quick changes, and help with a bml template. I can provide the
graphics and some html I just need assistance piecing it all together.
There are also a lot of things that won't have to be configured/put in (like
FAQs and whatnot) because I'm running it slightly different. Also, someone who
can clue me in on how to keep it running would be wonderful.
Here's a basic rundown of the tasks needed to be done:
· Installing/configuration of the code
· A Script-modification so that journals must be approved before they are
created. If this is too hard then simply a code system like LJ has will do.
· Create and input the bml template (graphics/design provided – example,
http://norefunds.org/journal/exampletwo.html)
· Modify variables (EX: icon limit, enable custom styles, edit userinfo, admin
privlages, ect.)
· Basically getting everything up and running so the site can be used
I've been told that for the experienced programmer this should all be fairly
easy, I'm also open to input. I'm looking to get this done quickly and at a
reasonable price. Preferred payment method is through Paypal. Thanks in advance
