The site will run on Solaris, using Liferay or JBoss app server, written in Java and AJAX (Javascript, JRuby & XML) and use RESTful interfaces and other SOA technology. Your job at this point is to correct, embellish and add content to the specification for understanding, completeness and accuracy and to estimate the resources and cost to build the application specified.
