Design will come as a series of Photoshop and/or vector files from which to work... up to the builder how they put it together. We really don't care what technology is used to build the back end, so long as it works well and the contributors to the blog can easily submit their works. We have never used getafreelancer before, so if the price is too low, let me know... if you need more details, let me know.
