I am looking to replace an application that I have on my existing website with
newer technology. The application is a collection of places, with GPS files,
data and pictures associated to these places.
Project timeline is immediate. I am ready to hire.

My site is being rebuilt in Vbulletin 3.6.7 (PHP) and I would like to combine
with that the use of Google maps. What I desire is an integrated application
that uses VBulletin for all permissions(user, group, file types, upload size,
etc).

I need:
-ability for members to submit trailhead information and location (I have a set
of data that would be required/optional)
-ability to upload photos
-ability for the submissions to be moderated
-ability for the map to show the map points, along with a list of trails
-hover should show a subset of data associated to the trail, while a click would
show all the data
-one of the data items needs to be a link to Google for the Directions To this
location
-ability for the submitter to upload GPS waypoint files for the trail
-ability for other members to also submit GPS waypoint files for an already
existing trail
-ability for edits to submissions, to include moderation
-ability for members to provide reviews of trails submitted
-ability for members to provide reviews of GPS files submitted
-ability for files uploaded to use existing VBulletin permissions for both type
and size
-some type of moderation queue
-the use of clustering for Google map points, since I plan to have many points
-ability for different types of information submitted (trails, points of
interest, dunes, etc.), which I would like the ability to add new types as a
part of the application

Not sure how much information you need to start our conversations but this is a
good start for what I am looking for.
I have identified the target budget below. Serious submissions only and please
still bid if your estimate exceeds the budget listed.

I have reviewed all of the proposals submitted so far and want to
clarify what I am looking to do. I have found a site that is the closest to what
I am trying to accomplish with this project. The site is:

The only thing from this example that I am not looking to do is the map drawing
tool to filter search criteria. I am looking for a similar layout....filtering
criteria to the left, map to the right and data point details below the map,
with the ability to click on them for greater detail.
Additionally, I would need this map to integrate with Vbulletin usergroup
permissions (www.vbulletin.com). I need my members to have the ability to submit
new map points, which are moderated before being added or edited on the map. I
also need the ability to edit all map point data, editing any items submitted. I
would also require that everything submitted is tagged to show which member
submitted it.
Lastly, I must have the ability to upload pictures and other GPS files for each
map point(I have 8 different GPS file types and must allow for an unlimited
amount of GPS files to be uploaded for any specific map point). These too must
be moderated or approved prior to being added to the map point.
