Professional Hosting from Just Host

I would like to have clone of a website or web system in PHP. The current
website is HTML.
http://www.allrandomizers.com/ - they are all HTML files.
I want the PHP system of listing type like allrandomizers. I like the way the
site looks. I would like to be able to add pages by just adding link to the
menus (in the left). I'm guessing three (3) columns.
HEADER
left / *middle / right
FOOTER
header: site logo, title
left: side menus like allrandomizers
*index middle: index page like allrandomizers
*listing middle: page like allrandomizers listing (stormpay, egold, etc)
right: Google Ads, Banner Advert (will use my own banner advert system - use
only one code 'include banner.php'
footer: site info, contact info

I must be able to add/edit/delete:
- catergory name (StormPay Randomizers, E-GOld Randomizers,...)
- item/site name (like shown in those randomizer pages) *also to select as many
radio boxes to list website in catergory page(s). Say DudeRandomizer allow
StormPay and INTGold. DudeRandomizer will be listed in StormPay / INTGold pages.

I'M ALSO WONDERING IF THERE ANY POSSIBLE WAY TO ALLOW
RANDOMIZER OWNERS TO USE TRACKING / VOTING / LINKING
SCRIPT LIKE HTTP://VOTERANDOMIZERS.INFO/. JUST TO LETS
OWNERS KNOW IF THERE ANY TRAFFIC GOING THROUGH OR NOT.
OR.........
MAYBE SOME TYPE OF COUNTING SCRIPT TO SHOW HOW MANY
TIME VISITORS CLICK THE LINK.
