Paying too much for web hosting?

I am wanting a script that does the following,
1. Copys a .tar.gz file from a directory on the server (to be stored in a vars
file) and unzips it into another directory, creating new dirs & merging with
others if they exist and over writing any old files.
2. Edits a file and replaces one string with another.
This should have an interface, with a menu, first select which site you want
(site list stored in a vars file for easy upgrade)
step 2, choose the design (again vars file), pageto choose design will have
thumb nails, each site will have different designs, so different vars file for
each site may be needed
step 3, copies the zip file for that site and design (file name from vars file)
step 4, form to fill in for details of the site its just copied (fileds in vars
files as some will have 1 field to edit, some might have 500)
step 5, edits a file (set in the vars file) and find one string and replaces
with another (i.e. finds DB_NAME and replaces it with the real db name that was
inputted in the form) the string to be replace and the title for it should be in
a vars file. i.e. in an array
[0][replace] = db_name
[0][fieldname] = db_name
[0][fielddesc] = enter database name
step 6, displays done page, while including any files that are set in the vars
file for that site and design to finish the install
All pages should include header.php and footer.php for easy branding.
