Paying too much for web hosting?

I would like someone who is very advanced and knows EXACTLY what their doing
with PayPal IPN, MySQL databases (as I need 1 to 2 quick errors fixed that
appear on my site) and PHP Programming.
My system isn't activating accounts quick enough as many members of my site are
e-mailing me saying their account hasn't been activated after payment. However,
when I check their account it appears to be active and I have to tell them to
retry. I would like to use "true" PayPal IPN where I have to login to PayPal and
enter the link to where the IPN file is located on my server. I would like
someone to totally reconstruct this.
As stated above, I'm receiving one or two database errors on my site. I'd like
these taken care of. I believe they deal with MySQL.
Then I would like one last feature fixed. From the admin panel I can send out a
manual e-mail to all my members. However, Internet Explorer takes to long to
load and complete the e-mail sending so it goes to a "This Page Cannot Be
Displayed" I would like you to reconstruct this so when I send out manual
e-mails, it will send it in groups of 500, refresh the page and send to the next
500 members, refresh and send to the next 500 members, so on and so on until it
has finished sending to all members.
Please most on the message board for any questions. When this project begins, I
would prefe you have MSN messenger so I can talk to you while you're doing the
project incase you have any questions. Thank you.
