Paying too much for web hosting?

I would like a clone of the script offered at the following link.
http://www.searchpilotpro.com
Basically, it is a search engine that displays results from XML feeds from
SearchFeed and Revenue Pilot. I'm also open to paying more for additional
affiliate-based search engines that can also be integrated with the ability to
choose which results will be displayed from where. (search123.com, findwhat.com,
etc.)
Features are listed on the site, and I would like the AdSense type ads generator

Layout must have the ability to be controlled by HTML template files (like
header.html, footer.html, results.html, etc.).
Willing to pay more for mod-rewrite option that allows searches to actually be
directory/folder listings for better SEO. Example /search.php?q=web design could
be /search/web design
Basic installation instructions will also be needed. If possible, a semi-working
version would be nice to see before I accept your bid.
