Paying too much for web hosting?

I am looking for an experienced programmer who is a stickler for detail to
complete a project for the following website: ekgarchive.com .

Need functionality for the following features:
1. Facts database
- Facts randomly called and displayed on home page
- Add/view/delete from Admin page
2. News database
- 'News' displayed on home page in sequential fashion
- Add/view/delete from Admin page
3. Case-of-the-week
- Cases stored within database
- Synopsis of case is displayed in home page based
- Add/view/delete from Admin page
- Furture cases can be added at present time to be
displayed at a later date.
4. EKG Database
- Complete set of variables available upon request
- Add/view/delete from Admin page
- Date EKG is submitted should automatically recorded
- This database should be fully searchable from main page
5. Login / Member management
- Full functionality
- User has to confirm e-mail address
- User will be able to track which ECGs they have viewed.
- User will have ability to select ECGs to be 'saved' within their
teaching file. These ECGs can be placed into workbooks (10 total)
- The workbooks can be referenced by a unique web address such as:
www.ekgarchive.com/username/workbook1.php .. in a sequential fashion to
www.ekgarchive.com/username/workbook10.php
6. Please refer to url: www.ekgarchive.com for the skeleton front end.
7. Add functionality to 'contact us' etc
I prefer MYSQL and PHP but any reasonable suggestions would be taken into
account.
Prior experience in this sort of project is a requirement. Fast turnaround time
is a plus.
