Paying too much for web hosting?

Hello,
I need some addon/modification for my script.
1) Last page rotator view.
Assuming I set surf limit is 30 sites, so what i need here, last page view will
be some pages that I will set. It will be always like that. This funtion is what
12dailypro have.
2) Auto allocated credits.
what i mean here is when members surf, the credits they earn will automatically
allocate to their active site. If there's no active site, the credit will goes
to account credits. This is because many members did not assign their credits.
3) News system
I need news system to be integrated with the script. It will be the same like
12dailypro news system.
4) Site maintenance.
The cronjob sometimes did not work properly so what i need here, everyday on
11.30am server time - 1 am server time, the site will not available for site
maintenance so that the cronjob can complete the task. What I need here, on that
hours, the index.php will automatically change to 'Site under maintenance' and
members can't login to surf during maintenance hour.
One more what I need is when members purchase upgrade, it will also add some
credits for them. For example, every dollar upgrade will give them 1 credits.
assuming upgrade units cost $1 and members purchase 1000 units, therefore, their
upgrade level will be $1000 and they also will get 1000 credits for advertise
By having the above option, on upgrade page, there will no longer have purchase
credits option. But, I then will have advertise.php page where they can purchase
another type of advertising.

In
addition for above, i need compensate script .. if for some reason members can
get thru the site, i can easily compensate all members.
