I am in need of a contextual based advertising system similar to Google
Adsense/Adwords. It must handle text and graphics ads. It must be able to
target ad delivery based on contextual matching and store contextual match
information in a MySQL database. PayPal IPN support will need to be integrated
into this software so my clients can pay for their ads.
CPM, CPC, flat rate (date range) must be supported.
Contextual delivery of ads must be supported.
Multiple ad size and formats support.
Reporting mechanism required.

Plus it has to do everything here: http://www.centralad.com
Programmer(s) must speak good English and have a complete understanding of
Google Adsense because I will not teach you how Adsense works nor will I waste
my time trying to describe Adsense to someone who cannot grasp English. I
wasted money last year on a similar project and the results were bad due to an
Indian programmer with poor English who lacked knowledge about Google's Adsense
program. Don't bid if you do not understand this project or if your English is
not excellant.
I need well written and documented PHP source code and the user interface must
be easy to use (both for publisher and advertisers). This is an extremely
detailed project and requires a top programmer. You give me superior results and
