Paying too much for web hosting?

We need a script written that will compare what is entered in a form to a
database and if the email exists it will return a success or falure code back to
another domain.
It is a little involved but not too bad. Here is the detailed explanation:
We are asking a lead generating company to deliver us leads through their own
form page and when the lead is accepted by our system it will be delivered and
it will act like it came through our form page.
You can see the attached file. This is on our suppliers website. They will send
us the data using this code somehow. They don't get to access our database.
They will send the lead into our page that will read it and check our database
as follows:
There needs to be 3 paths that the page will take.
1 = Success
2 = Failure
3 = BadUserID
When our page receives it must FIRST search the email address for a duplicate in
our system. If the email address exists then it must fail the submission and
follow the Failure path of the program that will be handled by the owner of that
page.
NEXT If the email address does NOT exist then it needs to check for the memberid
in the database. Unlike the email, this time it needs to find the memberid. If
it does NOT find an memberid then it needs to fail the submission and follow the
BadUserID path of the program that will be handled by the owner of the page.
NEXT if it finds the memberid then it needs to pass the submission and follow
the Success path of that page AFTER it does the following in our database:
It must save the user in the database and it needs to act EXACTLY like the
person filled in the submission for at our website page
