It is a directory type, community forum type, pligg/digg combined script. Users can have avatars, must upload 3 thumbs, and can post a external link to captured screens of media jpg/gif file. There are tons of scripts that provide these options, though not all of them provide each and every one of these optoins. You can use any pre-made media script to modify it such as k-links, pligg, wordpress, mediasitescript or create a custom one. No media wil be hosted on the site, the only think that will be uploaded to the site are the 3 thumbs by user/memeber.
