Netfirms Web Hosting for Small Business

I have a client who needs a photo gallery to show off his work.
This project includes:
Making thumbnails of supplied photos, no more than 30 (probably around 24).
Resizing the photos, optimizing them as well
Building an HTML table (see attached image) for the thumbnails and descriptions
Making the larger images pop-up similar to this:
http://www.stunicholls.myby.co.uk/menu/magnify.html
My concern with doing it like the above link is having the page be too huge
(since all the big images are pre-loaded). So other options for doing the same
would be appreciated. But I really like the whole pop-up of the larger image on
the same page style.
I have attached a sample layout of how I want them to be set up. The right hand
side of each thumbnail will be for the client to write descriptions of the
images. They will be in a fixed-width table of 714x101.
