Description:	This should be a very simple project. I need a tutorial site. People will be able to post tutorials. A visitor should be able to rate the tut, and a broken link "link" should be next to the tut. New tuts should be on the main page, and featured tuts. An admin area where I can approve or deny tuts, send emails to designers. If possible, a paypal integrated area where people pay for a premium membership, as an admin option. My budget is low but there will be more work in the near future. I need this pretty quicky. My max budget is $50 I know it's not much, but I also know it can be done. I can install the script myself. I need it to be PHP/MySQL. It can be a premade script but I need the rights and I need the functionality listed above. It also need a pretty good design that can be edited later.. Good luck.
