Description:
I NEED A Talent Website Created that needs to look and function similar to
http://www.cityevents.tv/talentfinder/ and gigmasters.com.

Talent Need to be able to Register and Create a Profile. At Free Level, they are
allowed X Amount of Videos/Pics, They can upgrade to three more packages for
more pics/videos. On their profile, they can explain what talent service they
provide, their minimum pricing, payment methods accepted.

Visitors can search through the site, find talents, and then click a BID button
to make an offer for their services, the client then receives an e-mail with the
persons bid and contact information.

When a Visitor bids, their required to fill out name, e-mail address, phone
number, and details on the job. They can also check a box that says
"BARTER" instead of a bid amount, and then enter the details of the
trade offer in the additional info. box.

Front Page Needs to be Designed similar to the quality of
cityevents.tv/talentfinder and needs to have a search form with a dropdown list
of categories, pricing search, location, rating (users need to be able to be
rated by visitors who can also leave a comment).

Admin needs to have a control Panel to see current users, send mass e-mail,
check upgraded members, earnings, etc. Upgraded Members can upgrade their
package AUTOMATICALLY with Google Checkout Payment.

BUDGET IS $650.00 and Need this finished by May 15th, with progress being seen
along the way... I have NO problem with someone using open-source platform
technology and then building off of it.
