I need a professional, highly skilled programmer and/or web designer to slice the attached template image into HTML. I do not want this coded in CSS, just HTML. I need to be able to edit this myself and HTML is the only way I know how. I am looking for someone very affordable and reliable who can get this done quickly, and who would like to do more work for us like this. My budget is between $20-30.00. I know it's pretty low but I cannot afford much right now. I also require the sliced html code before I select a provider so I know I am not getting screwed over. I've posted this too many times and had people deliver crap to me, and I have to pay Getafreelancer.com a percentage everytime I select a freelancer.
