I would like to redesign the following site: headliner.org
Headliner delivers the latest news headlines from over 300 news sources and
currently is focussed on dutch sites but will be goign towards a more
international audience.

It must get a new professional look with a new color design and as little
graphical images as possible to keep the traffic low and loading speed high.
DHTML menu's would be good I think.

IMPORTANT: It only(!) needs a new layout, the technical (php) scripts will be
done inhouse.

Important things to keep in mind and include in the new design:

- as much information (headlines) as possible should be displayed to the
visitor for a fast and easy overview of the latest news
- the main sections (left menu) should be visible as static html links for SEO
optimization on all pages
- subdomains (for example iraq.headliner.org) should be possible to get an
altered layout (top banner, color scheme) to personalize it better on the
subject. For example a games sections will look very different and targeted to a
whole other audience then a science or economical section
- fast switching between different languages possible (.us/.de/.nl etc.) or
atleast an easy and predictable way of changing languages for new visitors of
the site
- a search box on every site
