The site looks for advertisers in the customers city and state and displays all advertisers. Customer will be able to rate each advertiser after they have used them. Admin area will have ability to remove ratings if necessary. Advertiser should be able to display title, picture and description. Your bid needs to include a complete site, meaning admin area for me and the advertiser as well as a very very nice site design.
