Paying too much for web hosting?

I would like to provide live scores on my site. The project should be created as
either a php page or a flash application. It should have the same functions as
http://www.zqzz.com/goal_en.html and also grab the information required from
that page.

have created a template of what i want at

I would like the scores to be updated without refreshing or reloading the page.
Also when a goal is scored and the score is changed, a sound will be played, for
example, a whistle to alert the user. That particular match will also be
scrolled in the score update box. If there are multiple updates, all updates
will be scrolled together for a fixed period of time, eg. 1 minute.
The user will also have the option of switching off the sound by clicking on the
sound icon. The user will also have the option to select his timezone. This will
convert all time and dates displayed to the users timezone.
Bidders should state if project will be done in flash or PHP.
