We have CentOS4 with asterisk and mysql db. Step 1)We require an IVR system that can have users dial into asterisk, the asterisk should only accept calls from predetermine phone numbers that will be stored in a database. If the caller id matches a number in the database, then the caller should be prompted to make a recording, listen to his recording and approve, then hang up. If the caller id is not located in the database, then asterisk should respond with a recording message and hang up. step 2)once the user successfully completes his recording, there needs to be a database update for us to know that the user has activated his account. step 3)we have a radius server that updates a mysql database, this database receives inserts from a voip server containing phone numbers. on each insert of a new row, there needs to be some sort of trigger that compares the newly inserted phone number to another table that also contains pre-populated phone numbers. If there is a match then it should send a trigger to asterisk. the trigger should tell asterisk to call a specified phone number, and on pickup, playback a specific users recording, then hang up.
