Paying too much for web hosting?

I would like to develop a site that can give you the time of anywhere in the
world. Should be very easy to use and simple, nothing complicated. Take note the
database for this information is OPEN SOURCE and I have listed how to get it in
this project post, near the bottom. The way it should work is as follows:
1) Search function, the user can search for the country or city they want to
know the time in, and it displays the time.
2) Each country or city should have it's own dynamically created page that is
search engine friendly that displays the current time and date of the specific
country or city specified. This page should be easily reached by the search
engines, therefore you can have the home page be directory system based on
continents, and then the sub-categories are the countries within the continents
etc.

The above is an example of a directory
Script should focus on being search engine friendly with its output and we are
trying to focus on the words: Time Zones and World Time for the site.
Languages: PHP, ASP, CGI (your choice)
Database: MySQL
Big question, where do you get the information? Please see below as I have
already done the research. All I need is someone to be able to make the database
accessible and produce output. Please see the link below:
